Warner Responds to Governor's Budget Plan

In response to Governor Josh Shapiro's proposed $48.34 billion spending plan for the 2024-25 fiscal year, Representative Ryan Warner expressed concerns about the excessive state spending and the potential tax burden it could impose on individuals, families, and employers. Warner emphasized the importance of fiscal responsibility and criticized the use of one-time reserve funds to finance the budget.

Warner stated, "For the second year in a row, the governor is failing to honor the most basic rule of budgeting…you can't spend more than you bring in." He warned that the significant increase in state spending outlined in the governor's plan would likely result in higher taxes in the near future. Warner highlighted the need for a budget that meets the needs of the Commonwealth while being financially responsible.

However, Warner also acknowledged that the governor's budget proposal is merely a wish list at this stage. He mentioned that the House Appropriations Committee, of which he is a member, will conduct a series of hearings to thoroughly examine the details of the plan. Warner expressed hope that through these hearings, an agreement can be reached on a budget that serves the best interests of Pennsylvania both in the present and future.
