Senator Pat Stefano (R-32) raised issues following Governor Josh Shapiro’s presentation of the 2025-26 budget plan.
“It’s like Groundhog Day, and we’re once again looking at a plan that lacks substance, neglects the looming multi-billion-dollar structural deficit, and can further lead to more unnecessary financial hardship for hardworking taxpayers,” Stefano commented. He added, “This continuous cycle of spending is not the answer Pennsylvanians are looking for. My colleagues and I will again work diligently to deliver a responsible budget that harnesses our commonwealth’s existing strengths and promotes a sustainable, more self-sufficient future for Pennsylvania. That’s common sense.”
The $51.5 billion budget proposal from Shapiro, unveiled to the legislature, would see state spending raised by $3.6 billion, marking a 7.5% increase compared to the current year. Concerns were voiced by Stefano and Senate Republicans regarding the governor’s revenue projections, which they view as overly optimistic. They warned that these projections, alongside inaccurate expenditure assumptions, could deplete the Rainy Day Fund and lead to significant tax increases for Pennsylvania families within the next eighteen months.
Senate Republicans projected that with realistic spending and revenue assessments, Shapiro’s financial plans could create a $27.3 billion deficit over a five-year period. “Without sensible spending practices, Pennsylvania’s structural deficit will only continue to be on the rise,” Stefano remarked. “Now, more than ever, is the time for fiscally responsible action.”
The budget address is, however, just the beginning of the legislative process. The Senate Appropriations Committee will scrutinize the spending proposal in upcoming hearings, intending to identify areas of improvement. These hearings will take place between February 18 and March 6.
