In compliance with IDEA, IU 1 coordinates training and assignment of surrogate
parents, who volunteer in this capacity. A surrogate parent assumes responsibility
in matters relating to identification, evaluation, and educational placement of
students for whom no parent/guardian can be identified, their whereabouts is
unknown, or the child is a ward of the state.
Individuals interested in serving as surrogate parents, or those appointed by districts to
receive the surrogate parent training should attend.
