Rep. Ryan Warner, a Republican from Fayette, has reintroduced legislation aimed at preventing municipalities and counties in Pennsylvania from designating themselves as "sanctuaries" for illegal immigrants. Warner argues that such designations pose risks to community safety.
"Community leaders who decide they should ignore the laws on immigration are risking the health and safety of their residents every day," Warner stated. He added that his bill aligns with the Trump administration's focus on curbing illegal immigration.
Warner clarified that his proposal targets only those in the country illegally, while he remains supportive of legal immigration processes. The concept of a "sanctuary city" typically involves local officials preventing police from cooperating with federal immigration authorities regarding individuals with detainers.
"As Pennsylvanians and as Americans, we welcome people from around the world who wish to become American citizens through a legal immigration process," Warner said. "Out of respect for these immigrants, and all American citizens, it is time we take a firm stand against illegal immigration."
House Bill 403 seeks not only to ban sanctuary designations but also mandates law enforcement officers to notify Immigration and Customs Enforcement if they suspect an arrested individual is unlawfully present in the U.S. Additionally, it allows individuals harmed by released detainees to sue municipalities or counties that fail to coordinate with immigration authorities.
The bill has been sent to the House Judiciary Committee for review.
