Rep. Charity Grimm Krupa formally asked the Pennsylvania Office of Attorney General on Mar. 26 to conduct an independent review into incidents involving staff at the Laurel Highlands School District after several criminal cases and concerns about possible failures in oversight.
The request follows charges against two school employees in recent weeks for alleged inappropriate conduct with students, as well as reports that similar issues were under investigation as early as 2023. In one case, allegations reportedly dated back several years before being brought to law enforcement.
Grimm Krupa said these incidents raise questions about whether all allegations were properly reported and investigated, and if any additional misconduct may have gone undetected. “When multiple cases emerge within the same district over time, it is no longer sufficient to view them in isolation,” said Grimm Krupa. “These circumstances raise legitimate questions about whether there is a broader pattern and whether existing safeguards and reporting requirements were consistently followed.”
In her letter to the attorney general, Grimm Krupa requested a review of compliance with mandatory reporting laws in Pennsylvania and an examination into whether more incidents or victims exist. “This is about ensuring that nothing was missed,” she said. “If there are additional victims, they deserve to be identified and heard. And if there were failures in reporting or oversight, those must be fully examined.”
She also clarified that her request does not presume wrongdoing but aims to ensure laws protecting children are enforced and that transparency is provided for the public. “Families deserve confidence that every allegation was handled properly and that every step required to protect students was taken,” she added. “An independent review is the appropriate step to answer those questions.”
Krupa lives on a farm with her husband and three children, according to the official website according to the official website. She earned degrees from Penn State University and West Virginia College of Law according to the official website. Her background includes service on the Gallatin School Board according to the official website.
Krupa currently serves as Pennsylvania State Representative for the 51st Legislative District according to the official website. She has held roles such as assistant Fayette County public defender and private attorney specializing in civil rights litigation according to the official website.
The broader impact of this request could lead other districts facing similar situations toward increased transparency regarding how student safety concerns are handled.
